How the Fund Works
A national discretionary safety scheme for owners of exempted dogs
The National Canine Safety Fund (NCSF) operates as a community-funded, non-profit safety initiative for owners of dogs exempted under the Dangerous Dogs Act 1991. Our purpose is to support responsible ownership, promote public safety, and provide a lawful, structured mechanism for managing third-party incidents.
Important: This is not insurance
The NCSF is not an insurance product. It is a discretionary mutual assistance fund, similar to long-established models used in other regulated sectors.
1. Membership
Owners of exempted dogs can join the Fund by completing the membership process and paying the annual membership fee.
Eligibility Requirements
- Hold a valid Certificate of Exemption
- Comply with all exemption conditions
- Follow NCSF safety rules
- Keep your dog muzzled and on a lead in public
- Report any incident promptly

2. What the Fund Provides
The NCSF exists to support responsible owners and protect the public.
If a member's exempted dog is involved in an incident that causes third-party loss, the Fund may consider making a financial contribution.
Examples of incidents the Fund may consider:
- Injury to a person
- Injury to another animal
- Damage to property
All assistance is discretionary, not guaranteed.
3. Discretionary Assistance
Important Information
The NCSF operates on a discretionary basis. This means:
- There is no guarantee that the Fund will make a payment
- Membership does not create a contract of insurance
- Membership does not provide indemnity or guaranteed cover
- All decisions are made by the Fund's Discretionary Panel
- Decisions are based on fairness, public safety, and available resources
This model ensures the Fund remains fully compliant with UK financial regulations while still providing meaningful support to responsible owners.
4. How Decisions Are Made
When an incident is reported, the Discretionary Panel will review:
- The circumstances of the incident
- Whether the member complied with all safety rules
- Whether the dog was muzzled and on a lead
- Whether the member acted responsibly
- The nature and scale of the loss
- The Fund's available resources
The Panel may:
Approve a discretionary contribution
Approve a partial contribution
Decline assistance
Members will receive a clear explanation of the decision.
5. Safety and Compliance Requirements
To remain eligible for discretionary consideration, members must:
- Keep their dog muzzled and on a lead in public
- Maintain a valid Certificate of Exemption
- Comply with all legal requirements
- Follow NCSF safety rules
- Report any incident within 24 hours
- Cooperate fully with any investigation
The Fund exists to support responsible owners. Failure to follow safety rules may result in assistance being declined.
